Toyo Construction Receives Order for Plant Offshore Construction in Vietnam

River Improvement Projects Started in Philippines
Toyo Construction Co., Ltd. (President: Kyoji Takezawa) received orders for two projects in the Republic of the Philippines from the Department of Public Works and Highways in that country as part of the Pasig-Marikina River Channel Improvement Project (Phase III). Toyo will carry out improvements in the Pasig River section in a joint project with Shimizu Corp. and in the lower Marikina River as the sole contractor. The two projects were started in June and July 2014, respectively. The total value of the order is approximately ¥12.5 billion (Toyo share: approx. ¥9.3 billion; Pasig River section JV: total approx. ¥6.5 million, Marikina River section: ¥6.0 billion). The order is a continuation from the Pasig-Marikina River Channel Improvement Project (Phase II). Among the loan assistance (yen loans) programs of Japan’s Official Development Assistance (ODA), these projects are being implemented under Special Terms for Economic Partnership (STEP).
Flood damage caused by the Pasig-Marikina River system, which flows through a region where urbanization is particularly advanced, including Metro Manila, has a serious economic and social impact on the region. The aims of these projects are to mitigate the flood damage caused by the rivers while also improving the riverside environment. The projects will make an especially important social contribution, even among infrastructure projects, and are expected to contribute to the stable economic development of the region.
Phase III, which is the object of the order, includes embankment construction and improvement from the Delpan Bridge at the river’s mouth on Manila Bay to the Napindan River flood control gate in the Pasig River section (16.4 km) and dredging, dike construction, and embankment improvement from the Napindan River flood control gate upstream to the lower Mangahan Floodway in the Lower Marikina River section (5.4 km).
The methods adopted in executing this work include Vibratory pile driving with water jetting, which makes it possible to shorten the construction period and minimize vibration and noise during pile driving in medium hard rock ground, as frequently seen in Metro Manila, and hat-shaped sheet piles joined with H-shape steel, which enhance the cross-sectional performance of revetment structures. Japan’s high technical capabilities will also be actively used, for example, by introducing the Premixing solidification treatment method, in which dredged soil with a high water content is improved to a condition that enables reuse by mixing cement with the dredged soil.
Although the Philippines is extremely prone to natural disasters, Toyo Construction has steadily built a record of large-scale river improvement projects in the country since beginning operations there in 1973. These include emergency recovery work in the Agno River region (central Luzon Island), a flood countermeasures project in Ormoc City (Leyte Island), and the Laoag River Basing Flood Control and Sabo Project (northern Luzon), among others.
In the future, Toyo Construction will continue to contribute to the social and economic progress of the Philippines by participating in various projects, beginning with infrastructure improvement projects, and deploying its technologies in that country.

Start of Improvement Construction at Port of Sihanoukville Multi-Purpose Terminal in Kingdom of Cambodia
Toyo Construction Co., Ltd. (President: Kyoji Takezawa) and MAEDA CORPORATION (President: Koichi Obara) received an order for “Improvement Construction of Port of Sihanoukville Multi-Purpose Terminal” from the Port Authority of Sihanoukville (Kingdom of Cambodia) in November 2014 and recently began construction work. This project is being carried out with a yen loan provided by the Government of Japan through the Japan International Cooperation Agency (JICA). The total amount of the order to the joint venture (JV) is approximately \5.13 billion (value of order placed with Toyo Construction: approximately \3.59 billion). The work is scheduled for completion in July of 2017. For Toyo Construction, this will be the largest project in the Kingdom of Cambodia to date.
The Port of Sihanoukville is the only deep water port in Cambodia and is also a base port for economic activity. Accompanying the strong economic growth of Cambodia, the volume of cargo handled by the port is continuing to increase at a pace exceeding 10% per year. However, because general and bulk cargos other than containers are handled at an existing small-scale wharf, it is not possible to respond to the increase in demand.
To solve this problem, the aim of this construction project is to improve the multi-purpose terminal, which consists of a bulk cargo wharf and an oil supply berth. By increasing the port’s cargo handling capacity, the project is expected to contribute to increased foreign trade, supporting the continuing economic development of Cambodia.
As Cambodia has enjoyed high real GDP growth on the 7% level during the past several years, additional infrastructure improvement projects are also foreseen in the future. Taking advantage of the sales record which Toyo Construction has steadily accumulated since opening its Phnom Penh Office in 1997 and experience gained in this project, Toyo is contributing to the economic progress of Cambodia by participating in a variety of infrastructure improvement construction projects.

Toyo Construction Receives Order for New Thaketa Bridge Construction Project in Myanmar
Toyo Construction Co., Ltd. (President: Kyoji Takezawa) has received an order for “The Project for Construction of New Thaketa Bridge in Yangon” in the Republic of the Union of Myanmar with grant aid from the government of Japan. The order was received by a joint venture with Tokyu Construction Co., Ltd. and IHI Construction Service Co., Ltd.
In Yangon, which is the former capital of Myanmar, the road network is divided by many rivers, and 15 bridges erected in the city support transportation. Among these, the existing Thaketa Bridge, which is located on a route connecting the city center and the Myanmar International Port Terminal, is an extremely convenient bridge. On the other hand, traffic volume has increased rapidly in recent years, causing chronic congestion on this bridge, which has only one lane in each direction.
Considering this situation, the New Thaketa Bridge Project, which aims to improve the congestion on the bridge and smooth the flow of logistics and passenger transportation on the road network linking the east/southeast parts of Yangon, will make a particularly important social contribution, even among infrastructure improvement works. High expectations are also placed on its contribution to the economic development of the Yangon Metropolitan area and the country of Myanmar as a whole.
This project will be the first for Toyo Construction in Myanmar. Toyo aims to take this opportunity to participate in other projects that are scheduled for the future and contribute to the development of Myanmar through infrastructure improvement.

Toyo Construction Receives Order for Navigation Channel Dredging Works in Vietnam – Lach Huyen Port Infrastructure Construction Project –
Toyo Construction Co., Ltd. (President: Kyoji Takezawa) solely received an order for the Lach Huyen Port Infrastructure Construction Project (Port) Packages Contract 8 from the Vietnam Maritime Administration, the Ministry of Transport. The agreement signing ceremony was held on November 30, 2015. Among the yen loans which the Japanese government provides through the Japan International Cooperation Agency (JICA), this project will be carried out under a Special Terms for Economic Partnership (STEP) arrangement. The total amount of the order is approximately \15.1 billion, and the construction period is 915 days. This will be Toyo Construction’s largest scale project in Vietnam to date.
Although a large number of foreign companies, including those from Japan, have expanded the business to the region along the northern coast of Vietnam from Haiphong City and Ha Long City to the capital city Hanoi, Haiphong Port and Cai Lan Port, which have supported these foreign companies, do not have adequate water depths to receive large-scale container ships.
In this project, a new international deep water port which is capable of receiving large-scale container ships will be constructed in the Lach Huyen area in the eastern part of Haiphong City. Improvement of the surrounding basic infrastructure will make it possible to respond to the growth of demand in cargo volume as well as the increase of larger vessels in the maritime transportation market, thereby contributing to economic development and greater competitiveness of northern Vietnam in the international market. This is also the first public-private partnership (PPP) between Japan and Vietnam. In this project, Toyo Construction will be responsible for the upstream navigation channel and anchorage dredging works.
Toyo Construction considers Vietnam to be one of the key countries for its overseas business. Since opening its Hanoi Office in 2004, Toyo Construction has steadily accumulated a track record which now includes port and harbor development works, navigation channel dredging works, plant related construction works, factory construction projects and others. The Company will continue to participate in various types of infrastructure improvement projects in the future, and will transfer technologies which it has developed over the course of many years to Vietnam, in order to contribute to the country’s economic development.

Toyo Construction Receives Order for Port Construction Works in Myanmar – Thilawa Port Container Terminal Construction Works –
Toyo Construction Co., Ltd. (President: Kyoji Takezawa) received an order from the Myanmar Port Authority (MPA) for “Thilawa Port Container Terminal Construction Works” in September 2015. The agreement signing ceremony for the order, which was received by a joint venture with JFE Engineering Corporation, was held in Myanmar on December 22, 2015. This project will be carried out with a yen loan provided by the Japanese government through the Japan International Cooperation Agency (JICA). The order is valued at approximately \13.8 billion, and the construction period is 915 days. This is Toyo Construction’s 2nd project in Myanmar, and will also be the Company’s largest scale project in that country.
Thilawa Port is an international port located about 25 km south of Yangon. Due to economic growth accompanying the progress of democratization in Myanmar, distribution of goods is also increasing rapidly, and it is no longer possible to cope with these logistical needs with the existing port facilities. In this project, a container terminal equipped with state-of-the-art functions will be constructed, enabling large-scale ships to use the port and making it possible to handle large material flows. Myanmar, which has attracted considerable attention as “Asia’s last frontier,” is striving to achieve higher efficiency in transportation, and this is expected to contribute to economic growth and strengthening of international competitiveness. Together with the adjoining Thiliwa Special Economic Zone (industrial complex), this project will play a key role in the development of the Thiliwa Area, which is being developed with the cooperation of the governments of Japan and Myanmar.
The main features of this project are the construction of a jacket-type pier with a total length of 400 m in water with a depth of 10 m, construction of a container yard with an area of approximately 18 hectares, including reclamation works and ground improvement works, and construction of connecting bridges and six buildings, which will include an administrative building. The jacket-type pier construction method, which makes it possible to shorten the construction period, has been adopted for this project, and Japan’s advanced civil engineering technologies will also be required. These include steel pipe pile construction, as pile-driving will involve a high degree of difficulty due to the high water current velocity and large tidal range conditions at the site, and banking/ground improvement construction methods, etc. which consider the extremely soft weak strata.
This order was received not only based on the price, but also a high evaluation of Toyo Construction’s technologies and record of other overseas projects. As Japan’s representative, Toyo Construction will carry out the project utilizing Japan’s advanced port and harbor construction technologies. In the future, Toyo will also participate in various other infrastructure improvement projects planned in Myanmar, and will transfer technologies developed by the Company over many years with the aim of contributing to the economic development of Myanmar.
